The Office of the Ombudsman has found probable cause to charge the assistant department head of the Iloilo City Government’s Civil Registry Office with falsification.
Dated Oct. 6, 2022, the Ombudsman’s consolidated resolution ordered the indictment of Cherie J. Ampig.
Ampig was accused by her then superior, Civil Registrary Office head Romeo Caesar Manikan, of making false entry in her Daily Time Record (DTR) “so she could receive her full pay.”
Based on the evidence submitted by Manikan, the time declared by Ampig in her DTR did not tally with office’s official logbook.
Ampig, according to Manikan, made it appear that she arrived at their office on time despite being late in July 2020.
During that time, City Mayor Jerry Trenas issued a memorandum suspending the biometrics effective March 2020 thus logbook is mandatory as the basis for DTR.
Manikan refused to sign Ampig’s DTR, prompting the latter to file a complaint of dishonesty and oppression against Manikan, which is currently pending before the City Legal Office.
“Ang gin-obra ni Ampig, ang oras niya wala ka sibo didto sa iya logbook. Sang ginpapirmahan niya, indi magpirma si Juncae, nagreklamo siya. Tapos ginpasakaan niya kaso si Mr. Manikan nga sala pa ya ni Mr. Manikan abi nga indi magpirma sa DTR niya maski sala DTR niya. So, nagfile man ya kaso si Mr. Manikan sa Ombudsman,” lawyer Raleigh Manikan, brother and legal counsel of the complainant, said in an interview over radio station RMN Iloilo.
“Ginakalipay ni Mr. Manikan nga ang iya kawsa sa hustisya kag kamatuoran medyo nagbunga na,” he added.
Meanwhile, the Ombudsman dismissed the charges for Anti-Graft and Corrupt Practices Act and Code of Conduct Ethical Standards for Public Officials and Employees against Ampig for lack of probable cause.IMT
