The Iloilo City Government identified establishments that are prohibited to operate under the more restrictive modified enhanced community quarantine (MECQ).

According to Executive (EO) No. 041, amusement or theme parks, clubs, bars, fitness studios, gyms, spas, indoor leisure centers or facilities, casinos, lottery and betting shops, beauty salons, medical aesthetic clinics, cosmetic and derma clinics, and wellness and holistic centers are not allowed to operate starting from May 23 until May 31.

Also not permitted to operate are internet cafes, arcades, billiard halls, playgrounds, cinemas, museums, libraries, outdoor sports courts, and venues for meetings incentives, conferences, and exhibitions.

Prohibited activities include cockfighting, e-sabong, horse racing, contact sports, and visiting tourist attractions.

Restaurants, eateries and other food establishments are allowed to receive indoor dining at 20 percent capacity, while al fresco options may operate at 50 percent capacity.

“Food establishments are strongly encouraged to open only for take-outs,” the EO stated.

Hotels and other accommodations establishments accredited by Department of Tourism (DOT) are allowed to accommodate guests and clients “for legitimate purposes under a state of a public health emergency.”

Only the following establishments and offices are allowed to operate at full capacity:

  • Public and private hospitals
  • Health, emergency, and frontline services
  • Manufacturers of medicines, medical supplies, devices, and equipment
  • Industries involved in agriculture
  • Logistics service providers
  • Essential and priority construction projects
  • Manufacturers of food and other essential goods
  • Companies that manufacture, , distribute, and/or supply equipment products necessary to perform construction or maintenance works
  • Essential retail trade and services establishments
  • Public and private financial service providers
  • Business process outsourcing (BPOs)
  • Public transport providers and operators

All other private establishments and offices are allowed to operate at 30 percent maximum on-site capacity.

They are highly encouraged to adopt work-from-home and other flexible work arrangements.

Agencies and instrumentalities of the government should remain fully operational with skeleton workforce on-site, enjoining to operate at 30 percent capacity.IMT
