A member of the Sangguniang Panlalawigan (SP) has urged Capiz Governor Esteban “Nonoy” Contreras to revoke the appointment of Dr. Edwin Monares as provincial administrator (PA) of the province of Capiz.

In an open letter to Contreras, Board Member Weldie Apolinario said the governor was wrong in choosing Monares.

The letter was read by Apolinario during their regular session on Jan. 21.

According to him, Monares is “unfit” for his position as PA because of his character, lack of administrative skills and failure to connect and develop a good relation with the SP.

Apolinario said Monares tarnished the Office of the Governor as well as their family, which may result in the loss of “trust and confidence” in the present administration.

Apolinario and Contreras are relatives.

The board member also tagged Monares as “arrogant”, and the one who never admits his wrong doings 

If the governor ignores his call, Apolinario said he would file a resolution withdrawing his vote for Monares’ appointment.

For his part, Monares said that it is normal for Apolinario to express his sentiment since the constitution guaranteed to express and redress sentiment, belief, ideas so long as it is not violative of the law and public morals.

“The SP cannot in anyway the best judge for the administrative performance of an administrator since legislation and execution are two different concerns enshrined in the constitution known as the principle of separation of power and checks and balances,” Monares said.

He denied all Apolinario’s allegations. IMT
