Four municipalities in the province of Iloilo have failed in the Good Financial Housekeeping (GFH) assessment of the Department of the Interior and Local Government (DILG).
Among the 43 local government units (LGUs) in the province, only Barotac Viejo, Barotac Nuevo, Carles, and New Lucena flunked the financial evaluation.
The 2019 assessment result was released by DILG’s Bureau of Local Government Supervision (BLGS).
The LGUs were assessed based on the following:
-most recent COA (Commission on Audit) Audit Opinion
-compliance with FDP (Full Disclosure Policy) posting requirements in three conspicuous places for the last two preceding quarters as certified by the DILG regional director and attested by a CSO representative
-compliance with FDP Posting on the FDP portal for the last two preceding quarters
The GFH is part of Financial Administration, one of the seven governance areas to be passed by LGUs to get the Seal of Good Local Governance (SGLG).
Other areas are Disaster Preparedness, Social Protection, Peace and Order, Business-Friendliness and Competitiveness, Environmental Protection, and Tourism, Culture and the Arts.
The SGLG, under Republic Act 11292, refers to “an award, incentive, honor and recognition-based program for all LGUs, and is a continuing commitment for LGUs to continually progress and improve their performance.”IMT
